Parking Laws in India — A State-by-State Plain-English Guide | Parksy

Parking on a public road in India is governed by the Motor Vehicles Act 1988 (central), the Indian Penal Code, and a thicket of state-level rules that change every few years. The basics haven't changed in decades: don't park on a no-parking zone, don't block a driveway, don't park in front of a hospital, and don't double-park. This page is the plain-English version, with state-specific notes for the 12 cities we cover.

Why this is hard in India

  • There is no single national parking law — rules vary by state and even by city.
  • Signage is often missing or unclear; many "no-parking" zones are de-facto enforced.
  • Penalty amounts have changed dramatically since 2019 (Delhi: ₹200 → ₹1,400).
  • Visitor parking in residential complexes is often legal in the RWA bylaws but illegal under the municipal act.
  • Two-wheeler and bicycle parking rules are usually lumped in with car rules, with no separate standards.

FAQ

Is parking on a public road legal in India?

Generally no, unless the road is explicitly marked as a parking zone with designated bays. Most urban roads in metros are either no-parking or paid-parking zones.

What counts as a no-parking zone?

Areas marked with a no-parking sign, within 5 m of a junction, in front of a hospital/fire station entrance, on a footpath, on a bridge, or in a paid-parking zone where you haven't paid.

What's the fine for illegal parking in India?

It varies. Delhi: ₹1,400 (car) / ₹600 (two-wheeler) as of 2024. Mumbai: similar. Most states charge between ₹500 and ₹2,000 for a first offence.

Can my vehicle be towed for illegal parking?

Yes. Most cities have tow-truck contracts with the traffic police. Tow fees range from ₹500 to ₹1,500, plus per-day storage fees.

Is it legal to park in a residential complex's visitor parking overnight?

Depends on the RWA bylaws. Some RWAs allow it with prior notice; others prohibit it. From a municipal standpoint, visitor parking is for visitors only.

Where can I find my state's specific parking rules?

The state RTO website publishes the Motor Vehicles Rules for that state. The Ministry of Road Transport and Highways publishes the central MV Act at morth.nic.in.
